sanitary line replacement NYC permit

Good evening,
A sanitary line is sloped the wrong way out to street and needs to be redone. (Original builder did wrong) Most likely replaced all the way back to the drain stack.

Is this something that needs a NYC DOB permit?

    Where I am in Ma a plumber is responsible for the drain inside the building and 10' outside the building (I think) after that a pipe layer runs it out to the street.

    I had one plumber say yes, another say no. Ended up calling DOB today. They said any sewer work needs permit.

    EVERYTHING in NYC requires a Permit, COF, something. A

    Stay away from the guy who said no.  D.O.T. is also involved in street openings. Mad Dog
