New radiator

My management installed a new radiator in my apartment one year ago and I can cannot turn it on. The smell is horrible, I have tried to burn it off over and over but it doesn’t help. We leave the house for weeks to burn it off but the new smell won’t dissipate so we just don’t turn it on. Is there any solution? Also it’s unpainted.

Are other people having issues?
You may need to have it removed and have it powerflushed out on the inside.0 -
@kcopp, you think it's the inside that is smelling and not the outside?
