Circular radiator

Customer has a circular radiator, only getting hot 1/4 of the way around. There are 1/4" copper tubing jumpers between section in two spots. Boiler pressure is about 4-5 psi .
Tried pulling guts out of supply valve, removed cap from steam trap - with steam flowing in I get nothing coming into trap after several minutes.
Anyone seen these or had issues like this

Well, how about some info about the steam system?
You say it has a trap which indicates it’s a two pipe system. Can you post some pics of the boiler and near piping, system vents and traps?
4-5 psi is way too high, it should be no more than 2 psi, maybe even less depending upon the type of system.Bob Boan
