Diagnosing a short

I have a client with a Rheem furnace.  The inducer fan comes on after turning the power on, (no call for heat). >>Disconnected t-stat; inducer fan motor on with power. Replaced IFC. .   Inducer on when power is switched on.
Can't figure how it's got power.

    Check the gas valve. Some control boards will turn on the inducer for an open circuit on the gas valve.
