Hi I have a very old boiler that uses these bell gossett valves and i need to get a replacement reducing valve. Numbers on it look like B-3, L38. Can you tell me if the new valve that I have pictured is the correct replacement?

No, the valve in your first pic is a pressure RELIEF valve; the one in your last pic is a pressure REDUCING valve (aka a fill valve).
They can still be obtained as a set as shown in your second pic.
If the relief valve is leaking it may be because you have a compression/expansion tank issue.
Don’t replace a part for performing its function.Bob Boan
You can choose to do what you want, but you cannot choose the consequences.1 -
Hi Ironman, Thanks for the reply , yes your right i posted the wrong picture, i need the reducing valve (fill) the problem we are having is low pressure in our system its like 5 lbs we tried turning the screw in the center clockwise (in) and can not get a increase in pressure; the other valve is not leaking and releases a little water only when the handle is pulled up. Can you give me part number for the reducing valve or the complete set Thanks again!!

They're usually sold together as a combination feed/relief valve.

There are a lot of pressure reducing valves on the market, I prefer Caleffi's valve. Just make sure it has ips threads. https://www.supplyhouse.com/Caleffi-535051A-3-4-NPT-Male-Union-AutoFill-Filling-Valve for one eg. Set it at the expansion tank bladder pressure.1
