NYC coop balance recommendation

I'm on the board of a coop in Brooklyn and looking to get someone with knowledge to balance our 1 pipe system for 100 units. I've found a company that said they do balancing but then recommended installing hundreds of steam traps instead. I believe we just need proper venting. Any thoughts from this crew on some pro's from the dead men's trade?
