What is this device

This is a pic of a device that I believe to be a type of throttling valve depending on the radiator size but hopefully someone can confirm or explain what it is. It has a bolt and Asher’s under the bolt head which are loose. I assume a handle was broken off and replaced. Any help is appreciated. Thanks
