@cunninghamzach , more pics, please- from the other side of that "Weider" star, showing any labels on the top or side including around the shaft where the handle attaches, also what is on the radiator return connection. Once in a while we find a Vapor system (which this looks like) that has not been documented, so we started a list:

Steamhead it was a vapor system, then they turned the house into a multi family so they split each floor with its own boiler. So it no longer is. Now that floor is just dry steam0

Only one of the radiators has a vent, why did they do that with a vapor system?0

I can't make out the markings on the valve. But there's no way steam would work with just a valve at the top. There has to be a return connection, can we see that?
That Weider thing may not belong to the heat system. So far I can't see where it would attach...............All Steamed Up, Inc.

but i also think it might just be some unrelated part someone stuck on the handle.
It is still a vapor system, it isn't going to work well if you don't treat it as such. The vent is likely because whoever cut it up didn't know what they were doing and they are filling the returns with steam so that radiator couldn't vent properly.0 -
