Radiant manifold supply and return same temp

I am the owner builder but I had an experienced plumber run my radiant lines but my crew installed the actual flooring system.  Similar to warm board but cheaper. My radiant supply manifold is the same temp as the return on 2 of my 3 manifolds.  Does that mean the supply and return loops got mixed up ?

    Check the S&R manifold inlets with an infra red themometer. The supply should be significantly warmer. When operating correctly, there should be a 10 degree difference, depending on boiler controls and type of mixing valve used. Pump sizing also matters.

    outdoor reset may be keeping water temps down near room temp, then no td.

    If the room is warm or t-sat about satisfied you may not see much of a ∆.
    Are there flowmeters at the manifold?

    Check the loops themselves, not just the blended temp. If they are mixed up, that's how you'll find out. There is also a possibility that your knockoff Warmboard isn't allowing for any heat transfer.
