Liquid receiver level

Rack refrigeration experts this my first day work on rack system for refrigeration with vfd! The thing is ,I don’t understand why slow condenser fan speed increase liquid receiver level? I thought fast fan speed will increase receiver liquid level, slow fan speed will decrease liquid level? Can someone explain thanks

    Does it have a head master valve?
    Ambient temperature and Head pressure readings are also needed?

    Yeah! It happen since last week!  Vfd 32hz but receiver level up to 60%

    that's not ambient temp, nor head pressure
    known to beat dead horses
