that red circle may be too high, and only skimming / venting that one section,
    on the other side,
the plugged cleanout on the pipe tee under the Ptrol pigtail is your better bet,
that plate should be a blank for a direct coil, the coil which would pass thru all sections,
    try skimming from there,
that is lower than the pressure safety valve outlet, correct?
bring a book, and spend a couple hours

@JohnNY from this thing. It’s the top most outlet hole on the water tank.
    That’s a ¾” tapping. It’s no help.

    > also, are you saying I can skim with a much quicker stream?

I didn't say much quicker, but yes quicker.

Although now I see which port, you might not be able to go much faster. And heed neilc, that port might be too high, I don't know.

it has to be a port that is basically level with the nipples that connect the tops of the sections together or else as neil says, the oil won't make it from inner sections to the one with the port. You might have to try Squick, it does work, but take it slow:

I went back and looked again at pictures again,
I'm not so sure the pigtail nipple is any or much lower than that safety valve,
at least atthe pigtail tee you can gage ~1/2 the nipple or tee for flow,
it's harder to do on that down turned valve at the safety valve,

I attached an image here. Green line A shows the height of the safety relief valve on the back. Green line B shows the height of the potential skimming port on the front. Do you think it’s low enough?

there’s also the side port (green line c). It’s in the second image.

your A line is too high,
it's where the tee goes thru the boiler jacket that is the "skim" or drain level, right? (not where the safety valve is)
that all said, 1st picture of this last series,
pigtail nipple and tee does look a couple inches lower,
still my choice to use to skim there,
