Weil McLain damper sound - PLEASE HELP

My Weil McLain damper wasn’t working properly. Had it replaced but now keeps making a buzzing sound when in the off position. Once the heat turns on, the damper rotates and the sound is gone. Once heat is off, damper rotates to off position and buzzing sound returns.
Can any one help. The person who replaced the damper isn’t sure the cause of sound

Probably the damper is misadjusted and not making the end switch to turn off the motor when it tries to close. Won't last long that way. And the person who installed it should have checked that.Br. Jamie, osb
