Reading the manual

Asked by a friend to look at a replacement steamer in his fathers house 
if the installing contractor won’t correct it I’ll do it in a few months. 

Is it really that hard to read a manual

    Personally I find manuals to be a great source of knowledge but it's an often overlooked step especially by the more experienced in any field. I don't know how many times I have to ask colleagues if they checked the manual when that should have been their first step.

    The flue pipe on the water heater is plain wrong. Best thing to do is to punch out a hole higher in the chimney so you can put a short riser above the draft hood.

    I’m giving the installing contractor a chance to do it right. 
    Disconnect 
    drop header
    venting
    not much can be done about the sizing. The owner will get the EDR for me. 
    If not improved or if he says no then once the weather breakers we’ll do it. 
    I believe it was a family friend / relatives did the install
