Steam heat - upstairs rads SCREAMING

Hey guys. One pipe steam system. First floor is open concept front to back, upstairs has three bedrooms.
Two of the three are screaming hot. Even with gorton #4s.
I’m in the northeast so right now too much heat is better than no heat so I don’t want to mess with the main venting (which is probably the issue).
Are there any slower vents than a gorton 4? Or anything I can do besides putting a blanket over them and wasting heat?
I previously tried the varivents but even essentially closed they were too aggressive.

Try bigger vents on radiators that are not screaming hot0

Ventrite #1 is an adjustable vent that can be throttled down to essentially off.0

On rooms that are too hot, you could install TRV's to control those rads.0

Have you cleaned the pigtail and what is the pressure running at?0

Putting a blanket on a too-hot radiator does not waste heat, quite the opposite.
