Was it the same company that installed the tank and boiler?
Call back the installer. Nothing wrong with a Tiger Loop on a Roth tank, but not as a Band-aid. Was a vacuum test done?
Was there a pump over of oil from the old tank to new? Sludge, water? It could be few things but only a good tech on site can find and fix it.

Thank you for your question, @Beb1966 , and for your post, @HVACNUT.
Your heating professional that installed the boiler should be able to help troubleshoot this as well.
If the burner primary control is locked out, it should be treated as a normal burner lockout by following normal diagnostics.
If the burner reset button does not need to be pressed to restore operation (for example, just cycling the power to the boiler), we have resources on our website, although here is a link to a prior post on this topic.

I will check with the Tech to I see if a vacuum test was performed, it was one company that installed the boiler and another that installed the tank is it possible that this unit is defective?

What "unit"?  Everything was fine until the oil tank was replaced. I'd start working backwards towards that. Thats why the vacuum test.
The Tiger Loop is fine but a tech installed it as a remedy, not as an added benefit, and it didn't work.
I put my money on a vacuum leak, improper piping, or sludge if there was a pump over. All 3 stem from the tank installation.

    Curious what the resolution was?
