Help with Burnham ES2 after power surge Please

We had a power surge due to a broken neutral wire on the service to the house. It fried the transformer in the furnace. I replaced it. The board fires up and it acts totally normal and goes through the system startup, opens damper, piezo starts snapping, no flame. It doesn’t seem to be getting gas. There are 3 wires going into the gas valve from the board. I measure 15 volts in one wire and 9 volts in the second wire while piezo spark is active. Is it correct that they add up to 24V or is one side supposed to be 24v? Is that a coincidence that they add up to 24V or is this what it is supposed to be? Trying to figure out if I have a bad board or gas valve or what? The manual says “check for 24 volts Across MV and MV/PV if no gas”. Does “across” mean combined in This case? Vague wording leaves me unsure. Not sure if you can clarify but appreciate if you have any idea. Thanks!

24v across the two wires, not to ground.

Could be the board. You just going to have to take the wiring diagram an work through it

This is a standard electric-ignition gas valve setup.

PV (pilot valve) and MV (main valve) are hot.

MV/PV is the common or neutral.

When the unit is trying to ignite, you should read 24v across PV and MV/PV at the gas valve. If you don't, the board is bad. If you do, the gas valve is bad.

If the pilot ignites and the spark stops, but the main burners don't come on, you should still read 24v between PV and MV/PV, and also between MV and MV/PV. If you do, the gas valve is bad. If you don't, the board is probably bad.
