HELP: Water heaters/boilers for 80 unit building in San Francisco

in Gas Heating
We have two 80 unit buildings in San Francisco. Each building has 4 Bock OT400N water heaters installed. They keep failing every 2-3 years. Currently only one boiler is functioning in each building. We want to invest and get a reliable long term alternative. Any recommendations? What are the best water heater systems for 80 unit condos?
