Baseboard Radiators

I am removing baseboard hydronic radiators in the basement which are recessed in the exterior walls. I can remove the metal casing. Can I leave the water pipes recessed in the wall between the studs? We are switching the heat pump in that area. We are retaining hydronic heating (underfloor) in other parts of the house.

If you mean by leaving the pipes that you are essentially cutting that part of the system out completely and draining it, no harm to leaving odd bits of pipe in the wall.
Provided they do not retain water and are not part of some other circulation.
If they are in an exterior wall, and have water in them, and the water is not heated and circulating... they will freeze and burst sooner or later, and that could be ... let's just say a nuisance.Br. Jamie, osb
