Is the mixing valve new because the old one wasn't working, and now the new one isn't working?
Are all 3 new?
High temp, low temp, no temp?
Circulator is running?
All circuits are purged, well?
Toilet flushes?

Have you tried swapping mixing valves with one you know works?
What make and model valve?
What make and model radiant block?
How many loops?
What size?
How long is each loop?
What make and model circulator?
What's happening (or not happening) that makes the mixing valve bad?0 -
and , of course, pictures,
general wide angle view of the bad valve as it's piped and installed,
and of one of a working valve,
