Pressure relief valve? Pressure reducing valve? Backflow preventer? Pressure relief valves have one outlet. If it is leaking, it needs to be replaced. I'm thinking this is a backflow preventer, which may have a side test port.

How do you know the relief valve is bad. What is the pressure gauge telling you?
Could be a bad or waterlogged expansion tank
or a bad pressure reducing valve leaking water into the system
or a bad tankless coil or indirect water heater if you have one
If the expansion tank is a compression tank drain it
If it is a bladder tank isolate it or remove it from the system and check the air charge
Try leaving the make up water valved off to the boiler0
