Heat is basement won’t rise above 55

Our landlord recently had new baseboard pipes installed in the basement after a long awaited remodel due to it flooding about nine months ago. The heat upstairs works fine, but if I put the heat downstairs above 55 the boiler kicks in for about a minute then shuts off and the water flowing to the pipe is fairly cold by the time it gets to the baseboard. Is it not getting hot downstairs because the heater is working so hard to keep upstairs hot? Could it be a faulty thermostat? Did they screw something up when putting in the new pipes? Is my basement just cold because we live in New England during the winter? Im generally curious as a Mr. Fix It if there’s anything I can do to get it warmer downstairs. Thanks in advance

Zone valve? Zone pump? You've got no flow. Could be the thermostat itself. Could be bad wiring. Could be... what do you have?Br. Jamie, osb
