Cannot turn off radiator. Doesn’t have a valve?

Hello, I have a super old radiator in my apartment. https://imgur.com/a/Uku6IR5 my landlord say there is no way to turn it off or lower the heat but my apartment gets extremely hot sometimes. The only way to turn of the heat is ask my landlord himself and that’s not ideal. Do you guys know if there is a way to turn it off or am I screwed? Thanks.

Tell your landlord that overheating must consume more fuel, ($$$$$). He is probably burning 30% extra!
