Cannot turn off radiator. Doesn’t have a valve?

Hello, I have a super old radiator in my apartment. https://imgur.com/a/Uku6IR5 my landlord say there is no way to turn it off or lower the heat but my apartment gets extremely hot sometimes. The only way to turn of the heat is ask my landlord himself and that’s not ideal. Do you guys know if there is a way to turn it off or am I screwed? Thanks.

    There is a valve but is may not function.
    You can simply cover the radiator with a heavy blanket.
    No plastic, only cotton or wool.

    Tell your landlord that overheating must consume more fuel, ($$$$$). He is probably burning 30% extra!
    He would be welcome to come here and tell us about his system, and get advice on solutions.--NBC
