Intake venting for old boiler

We have been trying to figure out how to improve the availability of fresh air to our boiler. Currently, we don’t have... anything? (From directly outside anyway) 

The boiler has a natural draft vent (no motor that opens and closes it) and there are two vents (one high and one low) that would allow airflow into the main basement area. It’s rated for 136k BTUH. We have a window we can crack... an 18” wall we can drill through and vent something from... other suggestions? 

If we were to do an intake vent of some sort:
(1) Size suggestion? 4”?
(2) Motorized damper or just open all the time? 
(3) Where should we direct the vent to? The back of the boiler? To the side fins? Just into room in general?

    Best practice is to bring air into the boiler room with a high and low vent. The fan in can has the advantage of being capable of interlocking with the boiler. This should help reduce the amount of heat escaping from the room when the boiler is not firing. A damper on the boiler would help as well.
    The sizing if the vents is spelled out in the IMC. Someone on here probably has that formula memorized.
