No skimming tee on the supply pipe, can I use the port on the other side to skim?

There is not tee to skim on the supply pipe as shown in the attached photo and in this link.

There is an outlet on the other side of the boiler that is capped. Would it be ok if I skimmed off the capped outlet?
I read a few post that said there should be a port in the middle of the sight gauge but the Columbia boiler doesn't have a skim port.
I've attached a few pics.

Yes you can use that other outlet, but... that boiler was designed to have two risers, one on each side. As shown in your diagram. It may work with one, but nowhere near as well as it would if it were piped correctly. The manufacturer's piping diagrams are not suggestions. They are the minimum required to make the boiler function properly.Br. Jamie, osb

Jamie, if I'm reading you correctly, you're saying the installer should have installed a pipe on that outlet instead of capping it?
There's a return port also on the side where it's capped. I assumed the ports were on both side so you could position the boiler on either side. Now that I'm looking at the manual, I see that the picture in the manual shows a pipe on both outlets.
The reason I posted was to see if I could skim out of that port. I will create another post with pics of the piping. There's probably more piping issues if that outlet was capped.

I've attached a video showing the water bouncing in the sight tube. Does this look normal? Does this amount of bouncing indicated that the boiler needs to be skimmed?

That amount of waterline movement doesn’t seem excessive to me.
Cleaning the sightglass regularly will enable you to see how clean the water is inside.
