Pa. Heating oil sulfur content

in Oil Heating
Did the sulfur content for #2 heating oil go down to 15 ppm? Just curious if the Pa. ruling went into effect.

LS=low sulfur, < 500 ppm.
ULS=ultra low sulfur, <15 ppm.
ULS only mandated in Philadelphia. Technically still LS, everywhere else, but virtually no refinery carries LS any more, due to logistics, most just the carry the ULS.
