Temperature help with Pennant hydronic boiler

Having issues at my work with our Pennant hydronic boiler (Model PNCH 2000). Just started here and I was told its been an issue for a while. Apparently whatever temp you set it at, it automatically heats to 180 degrees. We've had some techs come take a look and all we've gotten so far is the control guys (it's a honeywell control) and boiler guys pointing fingers at each other. Reaching out to see if anyone has had a similar issue. Sorry for the vagueness but just learning everything over here will reach out with more info as I get it. Thanks
