in Gas Heating
My pilot light is lit. I have 24v at the gas valve. Would I be getting power at the valve if the limit switches were bad?

The short answer is no way Jose'.
All safeties and limits should be in series before the gas valve.
You've got 24v so you're looking at a bad valve or a gas pressure issue.
Do you have a manometer?0 -

just make sure you are on the right gas valve terminals with the meter. Sounds like a bad gas valve0 -
