Customer called when he tried to shut off this valve. It broke in two and water went everywhere until he shut off the main. They have pretty bad city water and sediment. The white stuff is some rubbery silicone he put on it to stop it leaking. I soldered in a really American made valve. Note the handle name logo: "American Valve" and underneath where no one will notice it is stamped "china"

Dezincification, often caused by high levels of chlorine or other water issues. My guess. It can and has happened to pex fittings any of the earlier alloys, that were not alloyed to handle aggressive water conditions.
