Horizontal radiator on basement ceiling

I'm planning on getting solar heating and to work better, I should lower the hot water temperature in winter (ideally with gas kicking in only if the water temperature drops below 50C). I could therefore do with increasing the radiator area.
The main heating pipes currently run across the ceiling in the basement, just underneath the living room. We have floors which are mainly concrete and tiles (which would mean huge expense to put in normal underfloor heating).
Could I mount a flat panel radiator on the ceiling in the basement - next to the main heating pipes, and encase it in a lightly insulated (plasterboard + 1cm styrofoam) box. This would heat the living room floor.
