Down-Rating Boiler for Mouat

Greetings,

I have encountered a grossly oversized boiler (must have been sized by radiator survey not taking into account the system's using larger radiators) on a Mouat system. I'm planning on having a boiler specialist come to crank it down as much as possible to get it to simmer for the Mouat system's peculiar needs, but am concerned that in some cases a boiler installer may not want to, for fear of voiding the manufacturer's warranty. This boiler is a Utica JE, but my question is not brand-specific. Your thoughts (especially you Cleveland guys).

I've got half my Mouat systems operating at 2'' wc on the gas.

My Mouat system hits a max of about 2"WC for about 2 minutes of each of about 3 burn cycles per hour. That is a grand total of 6 minutes an hour in a pressure condition if you want to call it that. The rest of the time (90%) is it in vacuum up to 80"WC. All of it natural.
