If you tune that boiler up in the middle of winter when the boiler room is nice and cold, let’s say the boiler room is 40 degrees, and set the O2 for 3%, what’s going to happen

Where do you install boilers in a shed in the back yard? 40 degrees.

Now on sealed systems with 100% outside air there can be a problem but the opposite. Cold air doesn't mix as well as warm air and you can still soot up.

As far as snow clearance just do what they do in Massachusetts. Hang a sign with 1/2 lettering 6 feet about the vent that states "Vent below do not block." That way the snow flakes know to avoid the vent.

@Mike_Sheppard you bring up some very valid points and I agree wholeheartedly.
@GroundUp I'm sorry if you felt insulted by anything I posted. I certainly don't have the answers to everything all the time. I wish every manufacturer gave more specific information about it as well. I use my Testo 320 a lot.

Jim Davis at the NCI teaches a fantastic course on combustion analysis, he can answer just about any question regarding combustion analysis.
