Cold radiator

I have a one pipe steam system. Everything to seems to work well - all rads heat up evenly, etc with exception of one radiator. This radiator was installed a couple of years ago from what appeared to be an abandoned pipe from a radiator removal before I had the house. The radiator is close to the boiler - I think the second branch- run about 12 feet or so on main floor. With no air vent the radiator heats up fully, quickly, and sends out a lot of steam in just a few minutes. However as soon as steam vent is put back on, radiator loses temp quickly and remains ice cold. I tried the varivalves fully open, and maid o mist with largest opening I could get (D)

Steam always finds the path of least resistance. What kind of main vent and what vents are on the other radiators?
