non wifi remote thermostat

in THE MAIN WALL
seeking a solution to remotely turn the heat on at a Hangar that has no wifi signal but does have cell signal.
I have a modine natural gas heater that has the old style mercury thermostat.

    How isolated? I've used Autani wireless stats (Zigbee radios) to a headend PC appliance with network access, IIRC ≈1000' unobstructed line-of-site, repeaters available. Not exactly the cheapest solution though. Maybe a cheap cellphone left on the charger with the WiFi hotspot turned on?

    Honeywell offers RedLINK wireless thermostats, a wired internet gateway is available. IDK what range they're advertising, but in a warehouse setting I'm getting 100-150' through the racks.
