moving floor radiator copper pipes to remodel a room

May i ask if the kitchen wall radiant copper heat pipe can be moved from the base of the floor to under the 3" kick plate of the base kitchen cabinet? I want to add kitchen cabinets to the existing room but the floor copper radiant boiler heat pipe runs along the entire wall. can it be rerouted?

What exactly is meant by a radiant copper heat pipe? Is this the pipe feeding a radiant panel? Or is it itself the radiant heat source?
Usually when I think of "radiant" I'm visualizing a pipe buried in a floor or wall, warming the surface...Br. Jamie, osb
