23 yr old Lochinvar doesn't like to heat home in severely cold temperatures

Did a 1993 lochinvar hot water baseboard boiler system require a main loop? We have obvious condensation problems that may have affected the 'heat exchanger'? I think that's what they called it? Is the cost to have that exchanger cleaned worth the it - 600.00 to 1000.00? Or would it be wiser to purchase a new furnace? It seems to run fine but cycles often and the CO exhaust is high but going up the chimney. Should I have a main loop installed to help eliminate condensation concerns? We are likely moving into new home construction this year and I don't know if the investment is worth the time and dollars?

I assume this is a fin tube boiler? If the heat exchanger is badly corroded, it should be cleaned, but......at 25 years old you are close to the expected life span. Need more info on your system to tell you if it is piped correctly or not. Any non-condesing boiler should have low temp protection of some kind.0
