my customer steam mains are rusting on the outside , should the pipes be grounded

    Won't help. But they probably are, anyway. What is the relative humidity?

    It may have been damp before, and now remediated.
    Are the mains insulated, and if not, why not. That would be a bigger concern than a bit of surface rust.—NBC
