Old cast iron valve adjustment

The old cast iron radiators in the house I'm working on are hot water and bottom piped on both sides. Instead of just an elbow on the return side, there is a valve with a lock nut and screw adjustment. Feed side has traditional knob adjustment. Cant find any info on this double valved arrangement specifically how to adjust heat on individual radiators. Thanks

This is hot water? (you posted in the "Strictly Steam" section...). If so, I would suspect that the valves with the lock nut and screw adjustment are there for initial system balancing, letting the knob valves be used for turning down the heat if you don't need it as much.Br. Jamie, osb
