i have a question about the return side of the hartford loop, can the boiler side return and the hartford loop side return where the main returns come down, be at the same level or should there be an offset to the two wet pipes

Doesn't matter. The main thing is that the top of the Hartford loop should be below -- but not much below -- the low water line of the boiler, and it has to be connected at the top to the equalizer. Beyond that -- pretty much anything goes.

Are your dry returns dropped to the floor before they tie together? Then they would go into the HL 90-short nipple.
