Modcon venting inside an insulated wall: Acceptable?

We are swapping out an existing modcon boiler. The current system has PVC vent and air supply pipes which run up two stories within an insulated wall.
One of the plumbers who is quoting the job says we must reroute the pipes because "you can't run them through an insulated wall because the joints can fail."
Is this in fact the case? If so, is it best practice or local code?
