Buderus Radiator Panel Hot Water Flow Direction

As a newbie, I've gotta ask. We were told by our co-ops super that when our radiators were installed, they were installed with the flow backwards. The intake was the outtake and visa versa. This is why they don't heat up as much as they should. Does this sound right? Buderus Model 22 PKKP 4" wide 4000 BTU.

The inner connection is the supply; the outer the return.

An important question but the previous super did. We do get a little heat out of it. Any idea how much this reduces the efficiency?

Since I've never put one in backwards, nor would I want to, I couldn't tell you. My time is too valuable to see what happens if I intentially do something wrong. :*

They thought if they hooked it up backwards, it became an air conditioner.
