Buderus Radiator Panel Hot Water Flow Direction

As a newbie, I've gotta ask. We were told by our co-ops super that when our radiators were installed, they were installed with the flow backwards. The intake was the outtake and visa versa. This is why they don't heat up as much as they should. Does this sound right? Buderus Model 22 PKKP 4" wide 4000 BTU.

Why did the super allow this improper installation?--NBC0

An important question but the previous super did. We do get a little heat out of it. Any idea how much this reduces the efficiency?0
