What type of valve is this?

I am a HVAC guy who has very little experience with baseboard heating systems. My brother has a small leak and I want to give him a hand fixing it for him. It is in pretty badly oxidized, but I am pretty sure its a TMV. Please let me know what you think.

    It does look like a mixing or diverting valve of some sorts. Clean it off better maybe.

    I took it to a pluming supply store they were stumped as well. There is only so much you can diagnose from a picture. I am going to go over tomorrow night to check it out.

    Almost looks like a cross with a vent on top?

    Balancing valve? A split loop with (2) 1/2" returns coming into a common 3/4" return to the boiler

    Balance for a split loop with a failed coin vent? Drop the pressure, replace the vent, or best to plug it. Looked like an attic?
