About to replace a 800k smith. Want to fix a major issue.

This boiler floods bad when the power is off for an extended time or it starts from cold. Then of course it hammers really hard.
Will simply adding more return volume solve this? There's no real return now. The dry returns dump right into one 2" that ties right in. No real wet return.

Two pipe. It keeps a great water level during operation but there's no meter on it. Since I haven't seen it right after an outage (only next morning) it could very well be. It's flooded up into the mains. It all goes anyway. See pics in the main wall.
