I would check for vent obstructions and reset the heater...

The troubleshooting section of the manual will list the possible causes. Easy first check is the vent outside, is it obstructed or plugged somehow.

Beyond that you will need a meter to run some diagnostics.

Has it been cleaned, serviced and adjusted with a combustion analyzer lately? The burner needs to be properly adjusted and set up to prevent lock outs and inefficient operation.

High tech equipment is a bit more complicated to troubleshoot and required specific tools and knowledge to get "right"

If the exhaust pipe going outside is clear and open.....and you have pushed the reset button......the next thing to do as it says on the control is to call for service. Maybe someone who does both heating and plumbing and is familiar with electronic ignition.
