f09 error code for munchkin boiler

I am installing a used munchkin boiler. I keep getting the f09 error code. I have good spark and gas to the furnace. How do I know if the gas valve is working correctly or is defective?

    Have you opened up the hx to see its condition? How old is the unit those heat exchangers can get pretty plugged up.
