    All that cool water is what is contributing to your soot issue by condensing in the flue and the heat exchanger.
    You should look into some protection to prevent that low temperature water from slugging your boiler.

    Just cleaning it every year means nothing if you don't have proper venting, steady over fire draft (properly set up and functioning draft regulator) correct nozzle, and the burner set to true zero smoke.

    Your comments about draft are incorrect. Don't know what 'unusual temperature' is or means. As far as wind pattern, if the chimney terminates 3 feet above the roof line and above anything within 10', stronger wind blowing over the top of the chimney will increase draft. Stability of over fire draft is achieved with the draft regulator (maybe you need 2).
    If you put an analyzer on your unit, saw 15% excess air, it's probably already well on it's way to being sooted up, as it's not getting enough air for combustion. What problem were you having that necessitated draft/combustion testing?

    Wanted to add, if it's cleaned in the summer, the combustion was probably not set properly. Probably wasn't cleaned properly either.
    Pin boilers take extra time and care and truly never get fully cleaned. Haven't put one in since after the first time I ever cleaned one.
    Would like to see the combustion numbers.
