flue pipe deteriorating

what would cause this 2 condensing water heaters with the flue pipe deteriorating...only 2 years old....performed combustion analysis all ok....the manual says use pvc and/or stainless....I think the flue is the wrong type?

    I don't understand why they started with PVC and then transitioned to stainless. If PVC is good enough close to the burner, then it would be good enough farther away.

    Check your firing rate on each burner to confirm it's what it's rated for.

    Look at the detail of the flue gas path. I can't believe that's how the manufacturer calls for that, especially the use of the Y PVC fitting?

    It is not listed for a condensing boiler application. S636 is for condensing boilers.

    The stainless pipe is not listed for condensing boilers?

    I'm sure your not supposed to use the Y style T. That seems silly to me.
