Fresh air piping, high efficiency furnace

I'm having a 96% efficient Carrier Furnace installed in a house being built. The installer installed the expected PVC piping for the exhaust. However, he only installed a 3 ft. PVC pipe on the intake port of the furnace. It rises up 2 ft from the intake port then makes a 180 degree turn down and stops. Is it correct to only take in air into the furnace from inside the house?

    It is "allowed" but I would not recommend it. Tell him to run fresh air for combustion and connect it to the furnace.

    As unclejohn says, yes it's allowed -- but it is very poor practice, particularly in tight houses as many new ones are. You need an outside direct fresh air intake.
