steam compensator expansion noise

There seems to be a steam compensator in the wall of the apartment above me and it makes a ticking noise all night long in my bedroom and bathroom. Management is saying it is running properly so there is nothing they can do about it.
Is it normal for a steam compensator to be making a loud ticking noise and is there anything to be done?

Presumably this is an expansion joint? If so, the ticking is probably from pipe expansion -- not the expansion joint itself -- and getting rid of expansion noises can be quite difficult.
How do the pipes run to get to it? Are they free to move, or are they rubbing on something? If so, what?Br. Jamie, osb
