Is this a steam main vacuum/air vent?

Do you still have a true vacuum system, or is this left over from coal burning and you now have a gas or oil burner?

This is probably mounted on a dry (overhead) return near a Differential Loop, on a Hoffman Vapor system. If there's steam in that dry return, one or more traps need to be repaired.

For a replacement, I'd use one or more Gorton #2 vents.

thank you for the advise. yes it is on the dry return and it is not a vacuum system any more has a vapor stat running at 8 oz. We are replacing 7 bad traps as well. There was coal at one point because there was an old coal shoot in the basement but gas now.

Don't forget the "crossover" traps at the ends of the steam mains.
