I've got an atmospheric exterior laars snowmelt boiler in Colorado. Should it have a plate exchanger or is the existing
bypass ok

    Those are super common 1990's snowmelt boilers in the west.
    If they are installed with a boiler protection bipass valve, they last quite a while. I don't know of a plate exchanger requirement.

    Options
    Are you trying to separate the fluid form the boiler, for non barrier tube, or provide boiler protection? Most times a piped bypass with a valve is included.

    In some cases installers used pool boilers, which have a thermostatic bypass built into the boiler header.

    Is the boiler showing signs of condensing mode operation?

    Usually the HX fins will show the signs of extended cold operation, corrosion, plugging with white soot, etc.u

    Condensing boilers love snowmelt temperatures, if you can find an outdoor version.
